No, I mean that what we call "civilization" is way too natural: one had storms and wild animals to worrry about, now one has nuclear factories and wild products. All that we do still escapes us, it is something beyond us, we call it "system", "economy"... The human spirit is absent here, or present only in its negative form. The wild jungle gave its place to the wild city. Civilization is the product of the free will of conscious humans or nothing. One of Voyer's wisest remarks is that the savages studied by the ethnologists had much more civilized societies that we do: the consiously build their social life, they weren't submitted to her, as if it was an alien "nature".
